How ÉcoPerformance works
Two components — Analysis, then Implementation
The framework effective July 7, 2026 separates standard and complex analyses, then supports eligible implementation measures through project-specific calculation rules under Quebec's 2030 Green Economy Plan.
Analysis — standard or complex
Standard analyses are funded at 50%, capped at $25,000 for small/medium consumers or $75,000 for large consumers. Complex analyses are funded at 75%, capped at $100,000 or $300,000 respectively.
Implementation component — lowest of three
Funds GHG-reduction measures. The standard formula uses the lowest applicable amount, including the 75%-of-eligible-cost ceiling and current per-tonne rates: $125 small/medium, $50 large industrial, or $60 large commercial/institutional.
What ÉcoPerformance funds
Energy consumption, production, and process improvement
The program finances measures that reduce GHGs from combustion of fossil fuels or fugitive releases — across consumption, production, and process scopes.
Energy-consumption measures
HVAC retrofits, heat-recovery, building-envelope improvements, controls — any measure that cuts fossil-fuel use and the GHGs that come with it.
Energy-production measures
On-site renewable generation, geothermal, aerothermal, and waste-heat-to-energy systems that displace fossil-fuel combustion at the source.
Process improvement
Industrial process retrofits — heat-recovery loops, boiler reengineering, refrigeration optimization. Industrial mandates have averaged 38% of project cost in subsidies on past portfolios.
Conversion away from fossil fuels
Sites converting from fossil fuels — heat pumps, electric boilers, dual-energy systems — qualify under ÉcoPerformance, and the feasibility study itself can be grant-subsidized.
Who qualifies
Commercial, mission-critical, institutional, and industrial sites in Quebec
ÉcoPerformance is open to fossil-fuel consumers in the business community operating on Quebec soil — and to sites converting away from them. Mission-critical facilities follow the applicable commercial or industrial site rules.
Commercial buildings
Office towers, multi-residential, mixed-use, retail — fossil-fuel-heated assets and electrification candidates. Implementation payback cap: 3 years.
Mission-critical & data centers
Data centers, labs, cleanrooms operating in Quebec — heat-recovery and electrification measures qualify under the commercial or industrial program rules depending on the host site.
Institutional sites
Hospitals, universities, school boards, government buildings, archives. Most generous payback cap on the implementation grant: 5 years.
Industrial & manufacturing
Manufacturing, food, pharma, and agri-food sites. Current implementation rates include $125/tonne for small/medium consumers and $50/tonne for large industrial consumers.

Which projects actually qualify for ÉcoPerformance?
ÉcoPerformance applies to commercial, institutional, and industrial sites operating on Quebec soil that consume fossil fuels — or are converting away from them. The program finances energy-consumption measures, energy-production measures, and process improvement, all aimed at reducing greenhouse-gas emissions from combustion or fugitive releases. Specific eligible measures vary by site; our Energy division maps your building against the program before any design work is locked in.
What are the payback caps on the implementation grant?
The standard Implementation grant uses the lowest applicable value under the current framework. The calculation includes the 75%-of-eligible-cost ceiling and current per-tonne rates: $125 for small/medium consumers, $50 for large industrial consumers, and $60 for large commercial or institutional consumers. We confirm the applicable project stream before estimating support.
What's actually covered — analysis versus implementation?
Analysis quantifies the measures before construction. Standard analyses are funded at 50%, up to $25,000 for small/medium consumers or $75,000 for large consumers; complex analyses are funded at 75%, up to $100,000 or $300,000 respectively. Implementation then supports eligible GHG-reduction measures under the applicable project stream.
Does ISO 50001 still increase the ÉcoPerformance rate?
No. The July 7, 2026 framework removed the former ISO 50001 per-tonne bonus. ISO 50001 can still be valuable operationally, and separate federal support may be available, but we verify those programs independently instead of adding an ÉcoPerformance bonus.
Can ÉcoPerformance be stacked with Énergir and Hydro-Québec?
Yes. Multiple programs can apply to the same project. ÉcoPerformance caps total public support at 75% of eligible project cost, so we structure the application stack within that envelope. Énergir implementation support may reach $1 per m³ saved, capped at the lower of $1M per account per fiscal year or 50% of eligible incremental costs. Hydro-Québec's current OSE 6.0 and Custom Offer paths can support eligible electric-efficiency measures up to $5M per project. Every amount remains subject to the applicable program calculation and approval.
Do you guarantee approval of the application?
No firm can guarantee a program decision — approval rests with the Quebec program authority. What we do is reduce filing risk: review eligibility before commitment, design around the eligible-measure list, manage the applicable Analysis and Implementation streams, and prepare the required reporting. Across past mandates, our Energy division has secured $59M in cumulative grants, averaging 33% of total project cost.
