Programs we work with
Three Quebec programs, coordinated applications
We prepare applications for the programs that may apply and combine assistance when stacking rules allow it. Amounts and eligible expenses are validated against the terms in effect.
ÉcoPerformance — framework in effect since July 2026
This Quebec program supports the analysis and implementation of measures that reduce GHG emissions. Calculations vary by project type, energy savings, and eligible expenses.
Énergir — up to $1 per m³ saved
Implementation assistance can reach $1 per m³ of natural gas saved, up to $1M per account number. A feasibility study may be funded at 50%, up to $50,000.
Hydro-Québec — Efficient Solutions program
The Simplified Offer includes more than 200 measures with predefined incentives. The Custom Offer targets more complex projects and may provide up to $5M per project, subject to the terms in effect.

Eligibility review across programs

What our clients ask before engaging
Which buildings actually qualify for ÉcoPerformance?
Commercial, institutional, and industrial sites in Quebec that consume fossil fuels or replace them may be eligible. The program supports the analysis and implementation of measures that reduce GHG emissions from combustion or fugitive releases. Specific criteria vary; our Energy division reviews the building and project against each program in effect before pricing.
Can you help with projects outside Quebec?
Kolostat delivers energy and decarbonization projects across Canada. The ÉcoPerformance, Énergir and Hydro-Québec programs on this page apply to buildings in Quebec; for projects elsewhere, we build the business case on operating savings and verified performance.
Can ÉcoPerformance, Énergir, and Hydro-Québec rebates be stacked?
Yes, when the program stacking rules allow it. We verify each program’s limits and eligible expenses, then coordinate the applications to optimize total assistance without claiming the same expense twice.
What does Kolostat's Energy division handle versus what the client handles?
The Energy division handles the eligibility review, analyses, program-informed design, coordination of financial assistance, and post-project reporting. The client provides building access, utility-bill history, and required approvals. When the project's viability still needs to be confirmed, the feasibility study itself may be eligible for assistance.
What types of project costs are actually covered?
Eligible expenses and calculation methods differ by program and project type. ÉcoPerformance supports certain analyses and GHG-reduction measures; Énergir funds certain studies, measures, and efficient equipment; Hydro-Québec provides incentives for electrical-efficiency measures. We validate the terms in effect before preparing the financing plan.
When during a project should we engage on grants?
Before pricing. The financing envelope and the measures eligible for each program shape the engineering choices — heat-source selection, control strategy, recovery topology. Engaging on the eligibility check before the design is locked is how we get the project optimized for grant capture rather than retrofitted to the program after the fact.
Do you guarantee the application will be approved?
No. Eligibility and approval rest with the organizations that administer each program. We reduce application risk through an up-front review, design based on eligible measures, and complete application and reporting management. The guide reports $59M in cumulative grants across past mandates. Separately, its portfolio appendix, dated June 1, 2025, reports an average subsidy share of 33% across the four sectors shown; neither figure guarantees future approval or funding.
