Three Quebec programs — one application stack
We file across all three and stack them where the rules allow — ÉcoPerformance caps total public funding at 75% of eligible cost from all sources combined.
ÉcoPerformance — up to 75% of project cost
Quebec's flagship energy program. Funds the analysis (50% of audit costs, up to $100K small/medium or $300K large consumer) and implementation — up to 75% of eligible cost or $125/tonne of CO₂eq saved.
Énergir — $0.30 per m³ of natural gas saved
Pays $0.30 per m³ of natural gas saved in the first year after implementation. Up to $100K for small/medium consumers, up to $175K for large. Feasibility studies funded at 50% (up to $25K–$50K depending on rate class).
Hydro-Québec — rebates for electric efficiency
Buildings program for commercial and institutional sites — Efficient Solutions, simplified (prescriptive) and customized options. Up to $3M per project, calculated as the lowest of 15¢ per kWh saved, 75% of eligible cost (existing buildings) or 15% of total project cost (new builds), or the amount that brings simple payback to 1 year.

Which buildings actually qualify for ÉcoPerformance?
Commercial, institutional, and industrial sites operating on Quebec soil that consume fossil fuels — or are converting away from them. The program funds analysis (50% of audit costs) and implementation of measures that cut greenhouse-gas emissions from combustion or fugitive releases. Specific eligible measures vary by site; our Energy division maps your building against every active program before pricing.
Can ÉcoPerformance, Énergir, and Hydro-Québec rebates be stacked?
Yes. Multiple energy-optimization grants can apply to the same project. ÉcoPerformance specifically caps total public funding at 75% of eligible cost from all sources combined — so we structure the application stack to maximize that envelope without compromising eligibility on any individual program.
What does Kolostat's Energy division handle versus what the client handles?
The Energy division runs the path end-to-end — eligibility check, application paperwork for the analysis and implementation components, grant-optimized design, stacking across programs, and program-required post-implementation reporting. The client provides building access, utility-bill history, and approvals. If the project's viability is uncertain up front, the feasibility study itself can usually be grant-subsidized.
What types of project costs are actually covered?
On ÉcoPerformance, the Analysis component covers 50% of an energy audit (up to $100K small/medium consumers, $300K large consumers). The Implementation component then funds eligible measures — the grant equals the lowest of three values: 75% of eligible cost, a fixed amount that caps payback at 5 years (institutional), 3 years (commercial), 2 years (industrial small/medium) or 1 year (industrial large), or $125/tonne of CO₂eq saved for small/medium consumers ($40/tonne large; $50/tonne large with ISO 50001). Énergir adds $0.30 per m³ of natural gas saved; Hydro-Québec adds rebates on electric measures.
When during a project should we engage on grants?
Before pricing. The financing envelope and the measures eligible for each program shape the engineering choices — heat-source selection, control strategy, recovery topology. Engaging on the eligibility check before the design is locked is how we get the project optimized for grant capture rather than retrofitted to the program after the fact.
Do you guarantee the application will be approved?
No firm can guarantee a program decision — eligibility and approval rest with the funding bodies (Transition Énergétique Québec, Énergir, Hydro-Québec, NRCan). What we do is the work that makes approval likely: an up-front eligibility review before any commitment, a project designed around eligible measures, and full management of the analysis, implementation, and reporting components. Our track record on that path is $59M in grants secured for clients, averaging 33% of total project cost across sectors.
