List of possible energy optimization grants
At first glance, undertaking an energy efficiency project may seem costly. However, did you know that there are many subsidies available to help you reduce project costs and your energy impact on the environment?
Kolostat helps its customers apply for the various energy optimization grants to obtain maximum financing to offset the costs of their efficiency measures. There may be multiple energy optimization grants available for the project being considered, thereby decreasing implementation costs without compromising energy savings.
If our clients are not sure of the viability of a project financed by a grant, we can facilitate a study subsidized by a grant for the study.
In some cases gaining operating cost reductions can be achieved by a recommissioning RCX project alone, financing is also available for such a project.

The ÉcoPerformance program is for consumers of fossil fuels working in the business community with a site operating on Quebec soil. It is intended to reduce greenhouse gas emissions from combustion of fossil fuels or fugitive releases. To achieve this eco-performance objective, the program finances energy consumption and production measures and projects, as well as process improvement.
The ÉcoPerformance program subsidies are granted by Transition Énergétique Québec (TEQ). The program was launched for the first time in 2014 and is aligned with Quebec 2030 energy policy. ÉcoPerformance is funded through the Green Fund estimated at $1.3 billion.
ANALYSIS
The Analysis component subsidizes the equivalent of 50% of the costs of an energy analysis, up to a maximum amount of $100,000 per site for small/medium energy consumers and to a maximum of $300,000 per site for large energy consumers.
IMPLEMENTATION COMPONENT
This component of the ÉcoPerformance program provides financial assistance for measures helping to reduce greenhouse gaz. The grant is calculated as the lowest amount of the three following components:
- The amount required to bring the total amount of energy optimization grants received from all sources combined to 75% of the eligible project cost;
- The fixed amount to reduce the Eco-performance project payback period to a minimum of 5 years for institutional sector, 3 years for commercial sector, 2 years for industrial small/medium energy consumers and 1 year for industrial large consumers;
- $125/tonne of CO2eq saved per measure dedicated to small and medium consumers. This amount decreases to $40/tonne for large consumers and $ 50 / tonne for large consumers having ISO 50 0001 certification.
In short, financial assistance allocated in implementation component range up to $125/tonne of CO2eq saved and can attain 75% of project eligible cost.
Energir, formerly Gaz Métro, is the largest natural gas distributor in the province of Quebec. It is also known for its expertise in renewable energies and energy efficiency, and provides energy optimization grants to purchase equipment or to implement measures reducing natural gas consumption.
IMPLEMENTATION OF ENERGY-SAVING MEASURES
When implementing energy efficiency measures to reduce natural gas consumption, it is possible to obtain an energy optimization grant of $0.30/m3 of natural gas saved in the first year following implementation. The grant can be up to $100,000 for small and medium-sized consumers, and up to $175,000 for large consumers.
FEASIBILITY STUDY COMPONENT
Energir offers an energy optimization grant of 50% of the costs of a feasibility study, up to a maximum of $25,000 per account number for Rate D1 and D3 customers, and up to a maximum of $50,000 per account number for Rate D4 and D5 customers.
SMART HOOD SUBSIDY
Receive a fixed amount of $3,350 in addition to the variable amount of $0.45 per CFM (cubic foot per minute) of the extraction system when you install an intelligent hood control system.
Efficient products program
Under this program, Energir pays a subsidy on the purchase of certain efficient products (boilers, water heaters, unit heaters, radiant heating and smart hood controls).
BURNER SUBSIDY
Energir offers an energy optimization grant ranging from $900 to $25,000 for the purchase of a high-efficiency condensing boiler that recovers energy from latent heat, depending on the model chosen and its capacity. For an intermediate-efficiency boiler, the energy optimization grant ranges from $750 to $10,000, based on the same two criteria. This initiative is part of the company’s energy efficiency program.
RADIANT HEATING
Take advantage of a grant of up to $500 per infrared unit offered by Energir to encourage the installation of high-efficiency appliances.
CONDENSING UNIT HEATERS
Energir grant of $1,700 per condensing unit heater to encourage installation of high-efficiency units
Subsidy for an efficient water heater
An energy optimization grant of $750 to $20,000 is available for the purchase of a natural gas condensing water heater. The amount depends on the appliance’s capacity.
Construction program for the institutional and commercial sectors
Hydro-Québec’s Buildings program subsidizes measures taken to reduce the electricity consumption of a building or group of buildings. This energy optimization subsidy applies to the institutional and commercial markets, and does not include energy conversion measures, such as switching from electricity to natural gas.
EFFICIENT SOLUTIONS PROGRAM – SIMPLIFIED OPTION
Based on Hydro-Québec’s former prescriptive construction program, this program subsidizes a wide range of the most common energy efficiency measures. The subsidy is calculated using the OSE tool, a software program developed by Hydro-Québec to simplify the calculation of subsidies for a variety of energy efficiency measures that apply to different sectors, including commercial, institutional and industrial.
EFFICIENT SOLUTIONS PROGRAM – CUSTOMIZED OPTION
A project’s eligible electricity savings are established over a one-year period and are equivalent to the difference between electricity consumption measured or calculated according to two scenarios: a baseline scenario and the proposed efficient scenario.
For existing buildings, the baseline scenario corresponds to the existing equipment in place prior to project implementation. For new buildings, the baseline scenario corresponds to the standard equipment as approved by Hydro-Québec.
The grant can be up to $3 million per project and is calculated on the basis of a minimum of three amounts:
- 15 cents per kWh saved ;
- 75% of the eligible cost of energy-saving measures (the energy efficiency premium) for existing buildings and 15% of the total project cost for new buildings;
- The amount that brings the simple repayment of the project to 1 year.
The Écoleader grant program was launched in November 2019 and aims to subsidize studies and support for the implementation of ecoresponsible practices OR the implementation of clean technologies. It has a budget of $18.5 million.
Until September 2022, Écoleader is offering financial assistance to companies wishing to hire external experts recognized by Écoleader to help them implement eco-responsible practices or prepare for the acquisition of clean technologies.
There are two ways to apply for Écoleader funding:
- One grant application per company/building: submitted by a company wishing to carry out a project meeting its specific needs. The grant can be up to $30,000 per application.
- A grant application for a group of companies/buildings (cohort of companies): this program is best suited to owners/managers of a portfolio of buildings. The grant can be up to $300,000 per application to support the implementation of eco-responsible practices, and up to $500,000 to support the acquisition of clean technologies.

Natural Resources Canada offers a number of energy efficiency grants for commercial, institutional and industrial buildings. Here are the most relevant programs.
COMMERCIAL OR INSTITUTIONAL BUILDINGS :
Financial assistance for energy management projects to help implement the ISO 50001 standard on energy management systems
Financial assistance is available to help finance your energy management project for commercial or institutional buildings. This financial assistance can be combined with other sources of financing.
The ISO 50001 standard on energy management systems is an internationally recognized voluntary standard that provides organizations with a structured framework for managing energy.
Organizations that have implemented ISO 50001 have reduced their energy costs and increased their competitiveness, while minimizing greenhouse gas (GHG) emissions and other environmental impacts.
To help implement the ISO 50001 standard in commercial and institutional buildings, Natural Resources Canada (NRCan) is providing financial assistance of up to $40,000 per building.
The maximum contribution to any one organization, group of affiliates, municipal/provincial/territorial government or aboriginal community is $200,000 per fiscal year (April1 to March 31).
An approved project may span several years, but NRCan’s total funding level will not exceed $200,000 per project.
Financial assistance for energy management projects
Financial assistance is available to help finance your industrial facility’s energy management project. Natural Resources Canada (NRCan) will provide financial assistance of up to 50% of eligible costs, to a maximum of $40,000. This financial assistance can be combined with other sources of funding. When combined, NRCan may adjust its funding level so that the combined level of financial assistance from all public sources does not exceed 75% of total eligible project costs.
The following types of projects may be eligible for assistance:
- ISO 50001 projects for energy management systems
- Energy management information systems (EMIS) projects
- Studies in Process Integration (PI) and Computational Fluid Dynamics (CFD)
